Introduction
In February 2006 President Thabo Mbeki announced a three year multi - billion public sector infrastructure investment programme. This investment focuses on key infrastructure in the transport, energy and communication sectors, as well as addressing municipal service backlogs. The programme forms a key component of the Accelerated and Shared Growth initiative for South Africa (AsgiSA).
Purpose
The developmental objective of SPAID is to ensure that underserviced communities have access to infrastructure. The goal of SPAID is to provide, focused support to mobilise an increased private sector contribution to meeting of the AsgiSA infrastructure targets.
The outcomes of SPAID are that:
- Private Sector support accelerates public sector delivery by mobilising private sector initiative, private sector systems and delivery approaches, and focused strategic support.
- Dialogue and understanding between senior public and private sector stakeholders in the infrastructure sector improves.
Results:
- The Support Programme for Accelerated Infrastructure Development (SPAID) contributes to meeting AsgiSA infrastructure targets;
- A Project Preparation Fund has been designed to finance the use of private specialists (on a commercial basis) to ensure professional project preparation for infrastructure projects. Co funding has been secured to capitalise the fund which will support the accelerated development of some R1bn of infrastructure projects;
- A management information system is being developed to assist the Department of Provincial and Local Government (dplg) to reduce the infrastructure backlog.
