The challenge facing South Africa is to consolidate our new democracy, tackle poverty and widen economic participation in the face of global competition and turmoil in financial markets.
Creating jobs and improving the quality of human resources are central to meeting this challenge which must be undertaken by all sections of society. None can go it alone.

It can, however, give new impetus to the process of job creation and human capacity development. Most importantly, it can change the way business and government interact with one another.
